Mechanics behind evolving heroes

I was wondering if you could confirm my experimental data.
I began by evolving two of the same heroes at different levels and then extrapolating their stats as if they were the same level. It appears that the level at which you evolve a hero is relevant and does affect the bonus stats

My question in this: are hero stats fixed? So if I evolve before max level, it does negatively impact the bonus stats gained when doing so. Or are these bonuses random?

Example:
Nexara1 = level 92, evolved@max level each tier (currently sword)
Nexara2 = level 82, evolved early each tier (currently sword)

It appears that Nex1 has better stats even when I extrapolate the 10 level difference for Nex2

I'm essentially asking: what are the underlying mechanics behind hero stat gains at evolution.

Thank you for your time! This question has been bugging me for a while and I've had wildly inconsistent results from my tests.
